The game is set in Medici, a fictional Mediterranean island and a nation ruled by a dictator, General Di Ravello. Rico Rodriguez, the protagonist of the previous episode, Just Cause 2, returns as the main character of the game.
Players have the freedom to choose between exploring the island between missions.

Players can use various tools and use many vehicles to move around the map.

The game also features a wingsuit, allowing the player a quick exploration.
